It is called "Wakaba" mark.
Newly licensed drivers are required to place this sticker on their car in order to attract enough attention from other drivers.
Yuri has recenly got a driver's license. Congrats, Yuri chan!!

When I was 50 years old, I had got it, too. Just yesterday I received an information card which I have to renew until on Oct.13th. I'm going to do it next month. It must be renewed every five years.
